Weblate integration

Weblate is a web-based continuous-localization system built around version control. An agent can drive the whole translation pipeline: projects, categories and components with their VCS repository state (commit, push, pull, reset, cleanup, file-sync), component locking, component lists and project links; translations per component and language, including uploading and downloading translation files, auto-translation, and per-scope statistics; individual translation units (strings) with their state, explanation, labels, comments and suggestions, plus suggestion voting and acceptance; screenshots with their image file and the units bound to them; the shared translation memory with lookup, import and deletion; project labels, announcements, backups and machinery (automatic-suggestion) settings; add-ons and their manual trigger; languages and plural definitions; the change log; users, groups, roles and notification subscriptions; server and per-project metrics; the search across strings; billing-free reports; and the background task status returned by long-running operations. This is a curated core: the inbound version-control webhook receiver and the route that serves Weblate's own OpenAPI document are left out, as are the reStructuredText and HTML renderings of a report the JSON route already returns. Creating a component from an uploaded ZIP or document file is also left out (that form of the call is not exposed): create a component from a repository URL, or link it to an existing component instead. The credential is a Weblate API token from the user profile, sent as Authorization: Token <token>. The host is part of the credential because Weblate is self-hostable as well as available at hosted.weblate.org.
