Upstash integration

Upstash sells serverless data stores billed per request. This is its account API, the control plane that provisions and administers those resources, not the data plane that reads and writes keys or vectors. It creates, lists, renames, reprimands and deletes Redis databases, changes their plan, regions, eviction, TLS, auto-upgrade and monthly budget, resets their password, reads their usage statistics, and takes, lists, restores and deletes their backups including the daily schedule. It does the same for vector indexes and search indexes, and reads QStash instances, rotates their token, sets their plan and reads their stats and outbound IPv4 addresses. It also manages teams and their members, moves a resource to a team, and reads the account audit log. Authentication is the email address of the Upstash account plus a management API key created in the console, sent as HTTP basic auth.
