PayPal API rate limits

PayPal does not publish a formal rate-limit policy. When traffic is deemed abusive, requests return HTTP 429 with error code RATE_LIMIT_REACHED. No standardized rate-limit headers (e.g., X-RateLimit-Remaining) are documented. The Payouts API has a documented limit of ~400 POSTs per batch payout request. Recommended client behavior: cache OAuth tokens until expiry (~9h), use webhooks instead of polling, and retry 429 responses with exponential backoff.
